About:144-Hour Visa-Free Transit

Beijing to NewYork with long layover in Shanghai

If I start in Country A
go to Beijing for 120 or 144 hours
and have a 24 hour layover in Shanghai before going to Country C
will I be able to leave the airport in Shanghai during the layover?

You can't travel through both Beijing and Shanghai airports on a 144 hour visa free transit. Flight must be non-stop to the third country or its limited to 24 hour direct transit. Even just a flight transfer invalidates since its a domestic flight and not allowed.
