About:24-Hour Visa-Free Transit

Roundtrip from US to Shanghai, plus round trip from Shanghai to Tokyo

If I purchase a round trip ticket from US to Shanghai for two weeks, say the 1st to the 14th, and include a round trip ticket from Shanghai to Tokyo, say the 2nd to the 13th, would this qualify for TWOV since each stay in China is less than 24 hours?

Yes, you are perfectly allowed to do that and you will be able to travel on 24 hour visa free transit in Shanghai twice. Anyway, my suggestion is that you make your layovers in Shanghai longer, at least for a few minutes, than 24 hours because like this, you automatically becomes eligible for 144 hour visa free transit. This option is much better because with this option you will be definitely allowed to exit and explore Shanghai and also to sleep in the hotel of your choice, while when you travel on 24 hour visa free transit your exit from the airport always depends on discretion of immigration authorities.
