About:72-Hour Visa-Free Transit

do we need visa

u.s. citizens fly from U.S. nov 22 at 4 p.m. to Shanghai, stay for two nights at hotel leave on cruise Spectrum of the seas on Nov. 24. Cruise returns to Shanghai Dec. 1 We leave that day from Shanghai to Tokyo japan for second stage of our trip. Can we apply for 72 or 144 hour visa exemption. Want to double check. Thank you

You will need a tourist (L) visa for this trip. The reason is the country immediately before and after Shanghai are both Japan. So its not considered a transit.

Now if you fly to Shanghai to Tokyo via a third country then you may be eligible for visa free transit. For example fly Shanghai > Korea (even for just a connection) > Japan then it becomes eligible.
This is of course assuming the flight USA > China for the cruise doesn't also go through Japan.
