Nicole, if your entire transit time in Guangzhou is less than 24 hours, you will be eligible for 24 hour visa free transit. Anyway, here we have a small problem. Since recently, Guangzhou airport has adopted a policy that they will not issue a temporary entry permits to passengers traveling on 24 hour visa free transit in case of international to international connection.
In other words, it could happen that even if your layover is a longer one, that you will be denied a temporary entry permit and that you will have to spend your entire transit time within the transit area of Guangzhou airport. Of course, I encourage you to apply for a temporary entry permit upon your landing in Guangzhou at 24 hour visa free transit counter, but don't be surprised if denied.
In case if you are granted a permit, you are absolutely free to enjoy the river cruise.
