About:72-Hour Visa-Free Transit

Transfer flight

Just to confirm. If a flight is to Chengdu, with transfer in Beijing, would be a person granted 72h visa on arrival in Chengdu?
ONLY transfer in Beijing, no need to leave airport

Sorry it doesn't work that way. Since you have a connection from one Chinese City to another you are only eligible for the 24 hour direct transit to third country. You are required to pass through immigration at Beijing to connect to the domestic Chinese flight
