is it possible to apply for working visa in china though am here in the phils.?

I applied in China for working visa and all the requirements are done, all i have to do is to bring them to Chinese Embassy here in the Phils. for my visa, how long will it take? Thank you

my gf is in China right now and she was granted working visa, she flew to China in September 2019 and even if you have a working visa granted you still need to apply police and resident visa there and it will take 30days to process, my gf's application was denied at first. right now she is still holding a temporary visa and still awaiting for her passport and residence visa.
