Can a person with different nationality claim and apply Z visa in Cambodia?

I am traveling as tourist and need to process my z visa immediately once released. I checked my schedule and probably that time I would be in cambodia. Can I process the application of my z visa there even if I am of different nationality? What are the requirements? How much would it cost? And how many days would it take?

Ian, as you are just a temporary visitor in Cambodia, it's very likely that you can't apply for China work visa there.
