TOURIST VISA APPLICATION

Hi, i want to apply for a tourist visa. My question is the following:

Can i present the required information in the Sydney consulate to obtain a tourist visa, but get the visa sent by mail? Because i don't live in Sydney, but i will go there soon just for 2 days.
