According to the airport website, it provides wheel chairs. Upon landing, you can find a service counter and the staff will help you.

Wheelchair passengers have handicapped-user-friendly passage in T3. Each floor switch area is equipped with handicapped-user-friendly elevator, convenient for wheelchair passengers to go upstairs/downstairs. If you have any other problems you can ask for the help from staff as you want.
