Calling the embassies, consulates and airline customer support is equal to wasting your time and money. They are definitely not an address for such inquiries because visa free transit policy is under the jurisdiction of the Chinese immigration and the embassies belong to totally different ministry!
You are, in reality, absolutely eligible for 24 hour visa free transit even taking into account that you will transit through China through two different cities. As Saul has already mentioned, you are perfectly eligible for 24 hour visa free transit, if your entire transit time within China (not the entire journey time from Manila to San Francisco), starting from your first scheduled arrival, in your case in Guangzhou, until your last departure, in your case from Wuhan, is less than 24 hours.
If you decide to obtain a visa, this will be your additional and unnecessary expense and waste of time. Instead, you should just print out your flight tickets, have those printouts with you and declare at check-in in Manila that you will travel to San Francisco via China using 24 hour visa free transit. After a short inspection of your tickets, you will be allowed to board the plane.
Upon your arrival in Guangzhou, you will approach 24 hour visa free transit and apply for a temporary entry permit by showing your flight tickets and your passport. After a minute, you will be granted a permit and you will normally continue your journey.
Now, when you know that you are eligible for 24 hour visa free transit, it's up to you to decide what will you do.
