How can an Indian citizen get a Z work visa for China with an US company?

Hello,
could you please help me to understand what documents the US company needs to provide for getting a work visa (Z) for an Indian citizen to work China? The Indian engineer will be assigned in a project with a duration between 6 to 12 months in China. US company doesn't have an entity in China, the engineer will work with a Chinese customer of the US company.

Any previous experience with same situation that you can share is really appreciated.

The US company needs to get a work permit for the Indian citizen. As for the details, they can ask the Chinese customer to inquire at the local Human Resources Bureau. If they can't get the work permit, the Indian citizen has to apply for a business M visa.

What kind of document my customer could get at the local Human Resources Bureau, if the engineer doesn't work for them?
Please note that the engineer has signed with us an Independent Contractor Agreement. Is this document helpful to get the work visa in China or not?
