About:Transfer in T3 of Beijing Capital Airport

From Kl to Beijing(layover 2hours),beijing to Harbin

Using Air China flying from kuala lumpur to beijing,layover for 2hours and from beijing to Harbin(Air China)in between layover i need to collect my luaggage and recheck in?

Yes, you need to collect your luggage and go through security.
