Getting Z-visa in another Asian country?

Hi,
I am a Dutch national. I have previously worked in China (until June 2019). After finishing my last job, I have been travelling in Asia. I recently got a job offer in China and would like to apply for a Z-visa. Is it possible for me to apply for a Z-visa in Thailand or South Korea? I heard that the rules have changed and only residents of the country itself can apply for a Z-visa in that specific country (can't find a good source though)

As far as I know, it's not possible in Thailand at present. You can try it at the CVASC in South Korea, but may also be refused.
