To be allowed to exit the airport under 24 hour visa free transit that you are eligible for, you have to do the following:

- Your layover should be longer than 8 hours. They usually don't allow the passengers with shorter layovers to exit the airport.
- If your layover is during the night hours, you are supposed to book your accommodation in advance and to have an accommodation booking in hard copy (a printout)
- If your layover is during the day hours, you should prepare a good reason why should you be allowed to exit the airport, for example to visit this or that attraction or similar. Also, it is highly appreciated if you have booked a tour and have a confirmation about it.

You will apply for a temporary entry permit upon your landing in Shanghai, but you have to be aware that the issuing of temporary entry permit is not a passenger's right, but a privilege that depends entirely on immigration authorities discretion. Your right is only to be allowed to enjoy your transit by waiting for your connecting flight in the airport's transit area. As mentioned above, you should do something to empower your application and you simply cannot do anything more than that.
