About:China Visa on Arrival

I am traveling to Tokyo and I have a Beijing lay over of 14 hours

I am traveling to Tokyo and I have a Beijing lay over of 14 hours on my way to Toykoy and a 21 hour layover when I return.

Is it necessary for me to get VOA for both lay overs?

Assuming that you are flying from US to Tokyo and vice versa via Beijing and Beijing is your only stop within mainland China, then you don't need any kind of visa because you are eligible for 24 hour visa free transit both ways. You should just print out your e-tickets and have them with you, ready to be presented to relevant authorities. You will declare in US that you will travel to Tokyo via Beijing using 24 hour visa free transit and you will also present your tickets in the same time. After a short inspection you will be allowed to board the plane.
