In case that your flight from Osaka to Shanghai departs more or less on time, you really don't have to worry anything about it. You just have to declare in Osaka that you will travel to Moscow via two Chinese airports using 24 hour visa free transit. You will immediately present them your flight tickets that should be in printed form (e-ticket printouts). In case if your flight is cancelled, you really cannot do anything about it. You will remain in Osaka waiting for your next flight, probably during the next day.

Anyway, your problem is in the fact that you are obviously flying on separate tickets because your flight to Shanghai is by China Eastern and from Wuhan to Moscow by China Southern. In other words, here we have the greatest problem because the strong winds will not affect Wuhan and in case if your flights to and from Shanghai are cancelled, China Southern will hardly refund you because of a no show.

Now you really have to pray that your flight from Osaka to Shanghai is cot cancelled. The formalities, like 24 hour TWOV are right now your least problem because quite a number of flights to and from Shanghai are already cancelled.
