Multiple entry Tourist visa for 2 years

My Malaysian boss would like to apply for a 2 year Multiple entry visa to China but the travel agent said he will need to submit an Invitation letter from our partner in China and extra documents are required. He has applied before and was given a 2 year M entry visa but has since expired. Can he apply for a Multiple entry visa as a tourist? Please advise. Thank you.

Tania, he can apply for a multiple-entry visa as a tourist, but it's not easier than applying for a multiple-entry business visa. Anyway, if he mainly travels to China for business purpose, he should apply for a business visa.
