Smoking long layover at Beijing Capital Airport

Is there any way to go out and smoke,when already at the restricted section of T3-E?
Still have to wait 4 more hours

As I know, passengers are not allowed to smoke inside the terminal building. You might need to apply for a stay permit to go out of airport.
