US CITIZEN APPLYING FOR BUSINESS VISA TO CHINA

IS it possible to get a 6 months multiple entry business visa to China since Im not applying from my home country? I just lodged my application and took the rush service but they called me after 2 hours telling ke they need another week since Im a US citizen. Is it their normal process for non residents?
