Can a Peru citizen apply for a Chinese visa in the U.S. if she is in the U.S. on a tourist visa?

Hello, could you please provide clarification on this point?: "Applicants who reside or travel outside their home country can apply at a local Chinese embassy, consulate, or CVASC." Does that mean that if a Peru citizen is visiting the U.S. on a tourist Visa during the 2-3 months before a planned trip to China, that person can apply for a tourist visa at a Chinese embassy in the U.S.?
