I would like to know how to go to Volga Manor. What option do I have besides join any tour?

I will stay near to Zhongyang Street.

There is no direct public transportation. From Zhongyang Street, take bus no.2 to Hongqi Street and transfer to bus no.387 to Chenggaozi Bus Stop. Then take bus no.377 Branch Line to the destination.

If by taxi directly, the cab fare is CNY 60 to 70.
