About:72-Hour Visa-Free Transit

Opening Time for 24 hour visa desk.

I have a friend who is transferring in Beijing on a flight to Taipei. He has a 10 hour layover and wants to leave the airport and, maybe, do a tour. Problem is his flight arrives at something like 4;30am with his onward flight leaving at about 3pm. I''ve been through BCIA on numerous occasions at about that time and have never seen the TWoV desk staffed at that time. What time in the morning does it open and is it likely that my friend would even be allowed in as his layover will only be a matter of 6 or 7 hours??

If the TWOV desk is not staffed then just go to the immigration desk to get a temporary permit.
The immigration is open as long as flights arrive.
If your friend will get e temporary permit is up to the immigration officer.
The scenic spots mostly open between 8-9 am, so there's not much time when leaves at 3 pm.
