do I need transit visa?

my husband and i are planning to go to Munich in December from Jakarta/Indonesia, with Air China. The transit time in Beijing is 18 hours. We plan to go out from the airport and have a city sightseeing. Do we (holders of Indonesian passport) need a transit visa for this purpose? Thank you.

From the section on the 24-hour Direct Transit Visa Exemption:
"In case that they want to leave the port for city sightseeing or transfer to another port during the 24 hours, they can apply for a Temporary Stay Permit upon arrival."
So, I believe you would not need a Visa, but I have not been able to find information on the Temporary Stay Permit. I'm in a similar situation with a long layover where we want to enter Shanghai for the afternoon between flights.
