About:72-Hour Visa-Free Transit

Traveling From US to Singapore round trip layover in Shanghai

HI,
I will be traveling to Singapore from the United States, on my return flight, there is a 7-hour layover.
Can I leave the airport, do a small bit of sightseeing and return back to the airport?
Am I required to take my Luggage?
What else do I need to do in order to be able to leave the airport for a few hours and sightsee in Shanghai?

The main question is whether will you travel on a single (through) or on separate tickets!

In case of a single (through) ticket, you will fly covered by 24 hour visa free transit and your luggage will be check all the way to your final destination in US. Of course, you will check this detail at the check-in in Singapore. You can also apply for 24 hour free entry permit upon your landing in Shanghai, but you should be aware that the issuing of such permit is entirely upon discretion of immigration official.

In case of separate tickets, you will have to collect your luggage and also perform new check-in and in that case, your entry permit will be definitely granted because without it, it would not be possible to perform the mentioned operations. If entry permit is granted, you are free to make a short stroll in the city.
