Regarding a visit permit

If the both couples are from Nigeria and they did carry out the legal right in their county but the wife is currently undergoing a degree program in China sponsored by the Chinese government can the husband apply for a traveling visa and what are the procedure

The husaband could apply for the S visa. He should first visit the website of the nearby China Visa Application Service Center, completed a visa application form and make an appointment at the webiste. Then go to the service center to submit all the needed documents.
