Your itinerary, in case that you have mentioned all your stops, is definitely eligible for 144 hour visa free transit in Shanghai. In reality, you don't need to inform any authority or an airline about your intention in advance.

You will declare at check-in in Hong Kong that you will travel to Moscow via Shanghai using 144 hour visa free transit. You will present your tickets that you should have in hard copy (printouts of your e-tickets). After a short inspection, you will be allowed to board the plane.

Upon your arrival in Shanghai, you will approach 144 hour TWOV counter where you will fill out the blue form and there you will present your onward ticket for Moscow. It is highly advisable to have at least the first night in Shanghai booked and to have a confirmation in hard copy because there are several questions in the form about your accommodation. After that, you will get a sticker (an entry permit) in your passport and you will be allowed to exit the airport.

That's it :)
