I am on an irish passport travelling to HKG, can I get a visa at the border of Shenzhen?

Yes, you can. You should just take a train to Lo Wu border crossing, then reach on foot Luohu border crossing on the mainland China side and there you will apply for 5 day Shenzhen VOA. After that, you will proceed to the center of Shenzhen by metro.0
