Can I fly from Dubai to Beijing back to Dubai within a 60 hour period using the 72 hour visa free

No, you are not allowed to do that because an itinerary:
Dubai - Beijing - Dubai
Is a simple return trip to China and that is not eligible for 144 hour visa free transit in Beijing (72 hour TWOV was replaced with 144 hour TWOV a couple of years ago).
I would suggest you to book an open jaw ticket and one local flight:
Dubai - Beijing - Hong Kong - Dubai
Like this, you will become eligible for 144 hour visa free transit in Beijing because Hong Kong is considered as the third country for visa free transit purposes.0
