how can i speak to someone in china postal service regarding a package

Shipment tracking is LA310023738USI can not get an update on USPS tracking because USPS doesn’t track once in China. How can I contact someone in China to check if the item has reached. The person I’m trying to send it to won’t confirm because it’s a return to get my money back on PayPal.

Thank you for responding. I’ve contacted the person that is supposed to receive the package. However because they don’t want to refund me they won’t let me know if they have received it. They are just going to act like it’s lost or they haven’t received it. I want to try contact their local post office myself but I don’t know how. Especially since they speak Chinese on the phone.
