About:Chinese Paper-cut Museum

Is there a visa necessary if my colleague travels from tokyo to shanghai on 15 september?

He will be travelling from tokyo to shanghai on 15 september and on 17 september he will return to the Netherlands (shanghai-amsterdam). Does he need a visa or can he travel visa free (transit 144-hour)

He can transit without visa if his passport is from one of 53 qualifying countries.
