Unfortunately, Philippine citizens are not eligible for a Shenzhen VOA at the time being, even in case that they have been granted a Chinese visa previously. I suggest you to obtain a Chinese visa in advance.

Niel, you are definitely right. In reality, it is always the best to joint one of the tours that depart from Hong Kong & Macau and are organized by Hong Kong & Macau agencies to the wide region of Shenzhen, Dongguan, Zhuhai, Guangzhou and some other places on 6-Day Visa Exemption for Tourists to Pearl River Delta. Every single citizenship whose country has diplomatic relations with China can participate in such a group tour for really affordable price and completely visa free.
