Uzbek citizen to get a student visa in Astana

My name is Safarova Aziza and Iam a citizen holding Uzbekistan Passport, but I want to get a student visa in the Chinese embassy in Astana because of some reasons.
Please, answer to the following questions
1. Is it possible to do so?
2. Can I post my documents by giving a notarized permission to my friend as it might take me so long to travel there?
3. I got a bachelor degree scholarship so the tuition fee for this program is 600 $ per year and I have already paid it, DO I NEED TO HAVE A CERTIFICATE OF BANK ACCOUNT stating that I have 2,500$ to get a student visa?
4.Do I need to have a ticket to travel by plane to China ? Or is it posibble to buy it after taking a visa?
