uzbek citizen to get a student visa in astana

Good morningSorry for bothering My name is Safarova Aziza and Iam a citizen holding Uzbekistan Passport, but I want to get a student visa in the Chinese embassy in Astana because of some reasons.Please, answer to the following questions 1. Is it possible to do so?2. Can I post my documents by giving a notarized permission to my friend as it might take me so long to travel there?3. I got a bachelor degree scholarship so the tuition fee for this program is  600 $ per year and I have already paid it, DO I NEED TO HAVE A CERTIFICATE OF BANK ACCOUNT stating that I have 2,500$ to get a student visa?4.Do I need to have a ticket to travel by plane to China ? Or is it posibble to buy it after taking a visa?Thanks

First, you can apply in Astana. You could let your friend to help you submit the  documents, but you have to be pysically in  Astana when applying. You need submit the Bank Statment OR the valid certificate of your scholorship. The flight tickets are not required for the student visa.
