China Visa Applications in Nebraska, USA

I live in Grand Island, Nebraska. Where do I submit my application? And will it be returned before September 11??

You should submit it to the China embassy in Washington DC. Generally the processing takes four working days. So if you submit the application ASAP, it will be returned before September 11.
