Can my company blacklist me from an entire province?

Hey, I terminated my contract with the training school I worked for today. They said they agreed to my date of leave because they believe I breached my contract and worked for another company. They warned me not to come back and find work in the city I'm currently in or they will report me to the gov and blacklist me. Is this an empty threat or can they actually do that if I find another teaching job in the same city, even after I go home to re-apply?

Ella, you must cancel your work permit and residence permit with the help of your former employer, or you will meet difficulties in applying for the new work permit.
