Connection Question

I am traveling from Hanoi to Xi'An connecting through Guangzhou Baiyun airport. Then flying on from Xi'An to Hong Kong. Can I qualify for the 72 hour transit visa in Xi'An?

No. You need a visa or different flights. Stopping in two transit zones immediately limits you to 24 hours transit without visa in China.
