Yes, unless you have a diplomatic/official passport and are in transit through HK airport and not clearing immigration.

Apologies, that is for HK, but official passport holders need visas for Macau as well (only diplomatic passport holders are exempt). While in transit to a third country/region via Macau airport they can stay up to 48 hours at immigration's discretion.
