You should go to the Office of the Commissioner of the Ministry of Foreign Affairs of the PRC in Macao SAR with needed documents to apply for the visa. The address is No. 992 Av. Dr. Rodrigo Rodrigues, Macao SAR. You don't need to specify that it is via Macau.
