Trying to complete application form without uploading photo

In the visa instructions it states that if you can't upload a photo, you can take one with you to the appointment. However, on trying to complete the form, it will not let me continue without uploading a photo.
I have also tried to print off the whole form but again cannot proceed. Help!

Well, I see, maybe this is a tricky thing. Anyway, you have to upload a photo in order to proceed to the next step.
