You don't need a transit visa, you're covered by the 24h transit policy.

It's up to the immigration if they'll give you a temporary permit to leave the airport.

Thank you for your message, I understand this will be my first trip where I will have a layover so I was not sure how it all worked etc. And I was supposed to say it will be on my way home from South Korea. It's no problem if I can't leave the airport I will be going to China anyway I just wanted to see a glimpse of it really before I go there to travel there.

Its a free "24 hour transit without visa" and not a "free 24 hour transit visa"

Under the 24 hour transit, you must stay in the international transit area.
You can apply for an entry permit to leave the airport upon arrival, this is up to immigration discretion. In shanghai, unless its overnight, with a hotel reservation, its likely they will require that you stay inside the airport. If you want a guarantee that you will be able to leave the airport you need to apply for tourist (L) visa at the CVASC in the UK
