Can I take a taxi from Beijing Capital Airport to Novotel Beijing Sanyuan Hotel late at night.

Flight is due to arrive at 22.15pm. How long does it take and what would be the cost

Yes, you can easily find a taxi at the airport at that time. Generally speaking, it costs CNY 80 to 100. It takes around half an hour on the way.
