About:Overstaying in China & Penalty

Visa concerns and upcoming marriage

My friend overstayed already in China(don't know the exact months or years she overstayed ), is it possible for her to marry his chinese fiancee in China. Does she need to surrender to our consulate, pay the fine so she can go home to her home country. Re apply for Fiancee visa to go back to marry her fiancee in China? What would be the best solution on her problem?

Theoretically that's the only way, but the time to take to get a family-reunification visa will depend on the exact time she will be blacklisted. So far Chinese authorities do not see family reunification as a reason to de-list people from the blacklist and there have been no known successful cases where a person successfully received a visa while still on the blacklist, be it family reunification or not.

Also, while staying illegally, one's marriage generally won't be registered in China. Civil Affairs Bureaus will need to see a valid visa.
