Permanent Resident Card

Hi, I have been working in Shanghai for over 5 years, have been paying tax in Shanghai of over 300kRMB per year for that time, and hold a Cat-A work permit. I'm looking to apply for the Permanent Resident Card, but based on the existing rules my current employer refuse to provide the company related documents as it's "too difficult".
Is there any other way to make the application without the support of the employer?
