Taiwan is definitely eligible as the third country within the visa free transit scheme. So, if you are traveling to Taiwan, you have to arrive into Beijing from some other country, different than both mainland China and Taiwan on a flight that does not have any additional landing within mainland China and Taiwan. Your dates are fine and the times/hours you have presented are correct.

Of course :) There is no doubt, your entire itinerary is eligible for visa free transit. During your first stop in Beijing, you will be eligible for 144 hour visa free transit and during your second stop, you will be covered by 24 hour visa free transit.
