Would you please tell me how can I issue that Certificate?

Dear Sir/Madam,
I lived in China for 2 years as student, now I'm in Canada and I'm applying for PR and they asked me for "Police Certificate" form the country that I lived in before which is China, for the period I lived it there?
Would you please tell me how can I issue that Certificate?
