Hello. I'm a tourist in Japan. I'm from Poland. Can I apply for a tourist Visa in Chinese Embassy in Tokyo?

I heard that nowadays foreign tourists can apply for China visa in Tokyo, but you need to go to the CVASC there, namely the China Visa Service Application Center.
