You are eligible for 144 hour visa free transit in Beijing, in principle. Anyway, to be certain, your itinerary has to fulfill the following conditions:

- Your cruise from Japan to Tianjin should not have its last port call, immediately before Tianjin, in mainland China
- Your flight from Beijing to Hong Kong should not have any additional landing within mainland China

So, if the above conditions are met, you are eligible for 144 hour visa free transit.

As far as arrival card is concerned, you will get one probably on board of your cruise, but if not, you will definitely get one at the port upon your arrival in Tianjin. Also, beside this arrival card, you will get a blue visa free transit form that you will fill out. After that, you will approach the counter where you will get a sticker in your passport and be allowed to exit the terminal. You should have your onward flight ticket in hard copy. The length of your stay in Hong Hong does not interest mainland Chinese immigration at all.

After that, you will explore Beijing and the area around it and basically this is it as far as the formalities are concerned.
