Yes, you can. Anyway, you should have in mind that the opening hours are: 9:00 - 13:00 & 14:30 - 17:00, so you have to plan your arrival in Shekou port accordingly. The price for a Shenzhen VOA for Portuguese citizen is 168 CNY, payable in Chinese currency only. They have available payments in cash and by credit cards. Nevertheless, I recommend that you take at least that amount in Chinese currency.0
