About:How to Travel to China without a Visa

I am laos i will go to los angles but i have transit at xiamen airport for 4 hours ,do i need a visa

No, you don't need a visa because with just 4 hours of layover in Xiamen, you are covered by 24 hour visa free transit.

By the way, I'm a bit worried because I assume that you might have another mainland China stop because there are no direct flights between Laos and Xiamen at the time being. This is also fine, but the entire transit through mainland China should be less than 24 hours.
