I'm afraid not. In case that you will fly to a third country, you may enter without a visa because of the visa-free transit policy. However, if you will return to the departure country, you must apply for a China visa in advance.

Visa on arrival and visa-free transit are two completely different things. If you have a well-connected sponsor in the country who has secured an approval letter stating you will be getting a visa on arrival then you obviously can. Most people do not have this kind of luxury and belong to the latter group in which they will be issued an entry permit when traveling to a third country at the immigration officer's discretion. Keep in mind that EU/Schengen countries are considered different countries so Paris-Beijing-Amsterdam on nonstop flight will work for the latter scenario if staying longer for 24 hours.
