Can I apply for the visa at CVASC in Brussels?

I am a Belgian and Australian citizen residing in Australia (I have two passports). I am currently in Europe for 6 weeks (visiting a university department). I have been invited by a Chinese agency to deliver a lecture at a workshop in China in 2 weeks. Can I apply for the visa at CVASC in Brussels?
